Michael began his career in employee benefits in 1984 focusing on small group programs under 50 lives. In 1993 Michael turned his attention to large companies specializing in self-funded programs and third party administration. His career has spanned 17 consecutive years in the third party administration business with Aon Select and The Loomis Company prior to taking a position with The Leff Company as Vice President in 2009. During his time as a TPA Michael acquired and managed many clients of which he still services today.

Michael’s expertise and understanding of claims administration, administrative service, cost savings programs for self-funded plans, and in stop loss makes him a unique asset to any employer and their benefits team who are currently self-funded or considering a self-funded program. His relationships with the top stop loss carriers and underwriters in the country have allowed him to negotiate and place over 350 stop loss contracts for his clients. His dissection of claims data and knowledge of the underwriting process give Michael an edge over competitors when negotiating new stop loss contracts and stop loss renewals.

Michael lives with his wife Tricia in Glenside, PA. Combined, Tricia and Michael have eight children. Michael's passion outside of his love for saving employers time and money is the game of hockey.


Marc utilizes his prior experiences owning a uniform manufacturer and multiple retail stores throughout PA and NJ to guide TAC Benefits Group in new directions.

Marc began his career in retail sales in 1992. He owned one store and over time added 5 additional locations. In 2006, Marc became co-owner of a turnaround uniform company. As the COO, he grew the company from $12 million to $20 million before selling in 2012.

Marc prides himself on building a collaborative work environment. Over the years he has developed exceptional interpersonal skills, a valuable asset in his current role of VP of Finance and Operations.

Marc attended Penn State University. He actively supports Germantown Academy and is a current supporter of the Cerebral Palsy Foundation. He and his wife Debbie have 2 children and live in Rydal, PA.


Andréa Butler is a 20 year veteran of the health insurance industry. In her role as a Senior Client Account Manager she’s supported clients of all sizes, across a variety of industries. Over the last year she’s led a project to bring ACA automation to some of TAC’s large staffing clients. And, continues to work to fine tune this process.

Andréa’s true expertise is in the self-insured market. From new business implementations to renewals, claims processing to carrier billing, she’s done it all. Both employees and employers have come to rely on Andréa’s experience and industry knowledge to obtain resolution in even the most difficult cases. She serves as a support resource to our President, Michael Cleary. Her research skills and education makes Andréa a perfect fit for role.

Andrea is a tireless leader and inspiring mentor. As Director of Administration she oversees TAC’s New Business Development and Account Support teams as well as our Technical Operations. Her passion to support clients starts by supporting her teams. This dedication to the service of clients and staff has made her a major asset to both the TAC culture and our client base.

Andréa is a fully licensed health insurance agent currently residing in Limerick, PA with her husband John and young son. Andréa is involved in her community and her son’s school activities and sports.


Kieran's career in the health insurance industry began in 2014 when he took a position in New Business Development at BenefitVault, Inc., a billing administration start-up in Philadelphia. There he was tasked with building strong broker relationships and managing groups as they entered the company's pipeline.

From BenefitVault Kieran moved on to TEKCare, LLC, where he worked as an account representative. However, Kieran's duties did not stop at account representative. He was actively engaged in TEKCare's marketing, sales, and strategic partnerships.

At TAC Consulting Services it is Kieran's duty and passion to create both lasting and productive relationships that ensure the turbulent healthcare atmosphere is a bit more manageable. In Business Development, Kieran will work to build current and new strategic partnerships with esteemed members of the industry. He strives to work closely with clients, brokers, and administrative partners on a daily basis.

Kieran lives in Glenside, PA with his fiancé Brenda and enjoys spending his downtime working on his house and coaching his local youth football team.


Denise Cummings | Technical Operations Manager

Denise has built a solid record of experience in the field of Employee Benefits Administration over the years. After receiving her degree from Temple University in 1997 she went on to work as a Benefits Analyst for GMAC Residential.

At GMAC Residential, Denise coordinated daily benefit administrative functions for 1,200 employees including carrier interfaces. She led the annual renewal process including carrier renewals and RFP's in conjunction with external consulting services. she managed GMAC's health and welfare vendor relationships. She also participated as SME on Ultipro to People Soft HRIS for Benefits Administration. In 2005 Denise began a new career as Client Service Manager for Trion, a Marsh McLennan Agency. She owned the client relationship for numerous mid-sized to large sized clients. These clients varied in industry and included single to multi-structured payroll cycles.

Denise managed annual enrollments, client acquisitions, carrier transitions and new product implementations over a range of services including self-serve enrollment, carrier premium billing, ACA, COBRA, and spending account administration. Denise is an expert in compliance, benefits administration, client relationships, and vendors. She is very skilled in the ins and outs of our payroll and enrollment/eligibility vendor relationships. We are more than happy to have Denise on our team.

Denise resides in Jenkintown, PA and in her spare time she enjoys spending time with her children and grandchildren.


Gerry’s career in the Insurance Industry started back in 2010 working for State Farm Insurance. His main focus was Automobile and Homeowners insurance. During his time at State Farm, Gerry’s duty was to help hard-working people manage the risks that come with everyday life and recover from the unexpected.

In 2016, Gerry took a role as a Life and Disability agent with the firm Creative Financial Group (CFG). Gerry worked with a variety of business owners, addressing their insurance and financial needs. His experience at CFG helped him understand the importance as a business owner, of having a strong insurance program set in place. Gerry has the unique ability to analyze an employer’s concerns about their insurance and financial needs and then come up with the best program for that specific employer and their employees. His expertise in managing relationships and his ability to relieve any concerns clients may have, makes him a great fit for our team.

Gerry is a graduate of Gwynedd Mercy College, where he holds a Bachelor of Science degree in Business Health Care. Gerry resides in Philadelphia, PA. During his free time, Gerry enjoys spending time with his family and friends, watching sports, and relaxing on the beach.
